Would suid do the trick?  Set the program to be owned by root with
read/execute access by everyone.  Then use suid (man suid, I think) to mark
the program as suid (using that program--suid) and whenever the program ran,
the OS would assume it was root.  However, beware that this potentially
exposes your system to all sorts of security issues, you would need to speak
with a security expert to consider those.
