Exactly - a section with id="filters" will not do (that is just to
generate nice file names).  BTW: you cannot have both a section and an
anchor with id="filters", since ID values have to be unique.

Programmers have to ask for an anchor to be added, or add one
themselves (and then check that the document is still valid!).
Otherwise they won't be there, as in this case.
