No, you are completly wrong. There are koi8-r encodings, and I have koi8-r 
mapping for TTF fonts.

Encodings as far as you should know is a part of Qt/KDE. At least it is 
extracted from Qt with some KDE tweaks, and does not have any connections to 
X.
