Okay, it is a little tough to explain. I'm not a windows user either, and 
never have been, it's a school thing.

In Konqueror, the handles on toolbars can be dragged around and re-ordered, 
and even placed upon one another, and it's the same with lots of other KDE 
apps. In IE, this behavior is quite similar. If you look at 
http://www.okcmobiletech.com/tech/ie5/ie5.html you can kind of see how it's 
possible to re-arrange the toolbars, although it's just a static gif. You can 
see the similarity to Konqueror's toolbars.

In Konqueror, if you drag one of the toolbars by the handles, and move it to 
the right, it frees the area that you dragged the toolbar away from, whereas 
in IE, if you do that, it doesn't free area, but for example, in that 
screenshot, if you drag the Address toolbar to the right, it would swap 
places with the Links toolbar. Also, in that screenshot, if you drag the 
links toolbar to the left, it will shorten the address toolbar, or if the 
address toolbar were on the right, it would cover up bits of the links 
toolbar.

All of the toolbars above the html rendering area can be moved around in this 
manner, including the menubar. If I'm stuck on a windows box I use this 
feature to save screen real-estate on the lab computers which are always 
stuck in 800x600, and it usually looks (well, kind of) like this cheesy ASCII 
art representation:

It might not look great to everyone, but it's all a matter of personal 
preference, and a really neat feature. Maybe someday it'll make it in, I'm 
not holding my breath, though.
