I found the request for getting different colors for inactive windows.
I'm still experimenting with it but you can enable Be-like inactive
window shading for widgets with the standard KDE style by setting:

[KStyle]
inactiveShading=true

in kdeglobals. 

It's not enabled by default because there are some apps that you don't
want to have inactive shading (ie: kicker, kdesktop, and applets). I'm
not sure if we should handle this with a kapp flag or toplevel window
hints. Yet another kapp constructor flag is probably going to be the
solution because we need to know when allocating the style.

Right now it's only in the default widget style, not the highcolor or
any other ones. It's just something I've been playing with.

As far as KWin, there's some clients that pay attention to frame and
inactiveFrame color keys (I believe these are it - check
NEWCOLORSCHEME.README in kwin). I'm not by the sources right now so I'm
not sure which KWin styles pay attention to it yet. They all should but
this is another thing I've just been playing with. Border width isn't
configurable as of now, just color.
