Do we really need kdb2html for compiling kdelibs? The docware tools are a
dog to setup when there's no binary distribution available.
I gave up 2 times before I succeeded... :)

To answer your question: in kdesdk/ksgmltools. Be sure to follow the
INSTALL file precisely, especially the section on SGML_CATALOG_FILES.
