I managed to find a copy of the old LFHS, and it turns out that /opt _is_
allowed.  They also go on to say that it's there pretty much because of
tradition.

the /usr/local appears to be the preferred place, but /opt is allowable.

However, /usr/local's directory structure is fixed.  You can't have a
/usr/local/kde/.

You _can_ have /opt/kde/. 

The new LFHS is being written now, so it could be something completely
different.
