It can't hurt to talk to the LSB.  The only problem with allowing stuff like
that to happen is choosing how to decide what is and is not allowed to do that.

For example, when mozilla is completed, is it "worthy" of being in /usr/mozilla?

Who decides?

I'm Cc'ing a copy of this letter to the lsb as well.

Dennis -- Have you guys talked about things like this before?  What was the
consensus?
