Yes, thats what I suggest too. Since the desktop is sometimes seen as a
"Program Launcher".
Another possibility would be a little icon in Kicker. Maybe a status message
when a program
has a segmentation fault or such would be nice.

Shouldn't the wait cursor be displayed only when the pointer is over the
desktop?  As soon as the pointer entered another application's window it
would change to that application's cursor.
