I used to - my home directory was backed up, my netscape cache did not
need to be. It saved a considerable amount of time. I also used to do
it when I shared a machine with someone and we only had a single dialup,
it allowed us to have a shared netscape cache.

There is no real problem with moving .kde/, we can do it the same way
we do the ~/Desktop and specify the location in the .kderc file.
