Er, it's copyright the authors. Putting the software under the GPL allows
you to also put it under the copyright of the FSF, if you want to. Looking
at the notices at the top of the idl files, it looks like no-one wanted to.

I was close, but not close enough ;)

From the GPL:
    We protect your rights with two steps: (1) copyright the software, and
  (2) offer you this license which gives you legal permission to copy,
  distribute and/or modify the software.

i.e. you can say '(C) FSF' if you want, and hope they take care of you.
