speaking of global key bindings, IMHO khotkeys should go into kdebase.
It's an awesome tool to assign any command to a keystroke. E.g. I have
ctrl-alt-t to open a terminal, ctrl-alt-s to ssh to my uni account,
ctrl-alt-e to open an editor, ...

A must have utility!
