No, just recently the European governments discovered the competive
advantage of having strong crypto.

E.g.: The German government got fed up by the fact that the Americans
easily could decipher the German documents but not vice versa. The German
cancellor had to wait until the american government granted them access to
important documents during the Kosovo crisis.

The sam applies for business communication (e-commerce)
