I think this is better (ignore my last message! :)  As the program passes hands
the new maintainers can always change the addresses or whatever....

Why use a script, though?  Is the point to make is easier for a more advanced
user to change the default bug-submission mechanism on his/her system?  Why use
cgi, though?  Why not just place the info as text in a kmail composer? 

Question:  What if the bug is in the app which is being used for submission? 
Use mail maybe?
