| a certain app always on top *every time* or You don't. Therefor  I suggest
| to put stuff like that into the config file and not into the RMB.

Often I want a window with an editor session on top, so I can look at it
while typing in another window.  In that case I want to explicitely say:
I want THAT window to stay on top now.
