This would be a very elegant solution, provided that the arrow and 
hourglass cursor appears only above the icon which has been clicked to 
launch the app. It gives visual feedback where the user is looking for 
it, does not imply that the whole system is busy and correctly 
indicates that clicking again will launch further instances of the 
app.
