I don't get it, sorry. Whenever kwm places a new window, it takes care about
the taskbar. 

However, when a appliction, may it be session management or stupidity, asks kwm
to be placed on a certain position, kwm HAS to do this. I once had some clever
code (because of Netscape's placement) to ignore these settings if it is below
the taskbar, but other people complained....

But hey, people complain all the time, I'll add the magic again: If the PPos is
crap, I'll place the window according to the user's placement policy.
