As Nate suggests, if you really just want to *run* KDE Plasma 5 on
your EL8 system, you can get it from EPEL Playground:

Note that it is in Playground not because it is considered unstable,
but because it depends on several modules from RHEL and EPEL isn't
quite set up for modularity just yet.
