there isn't a dbus call for this, no. a generic "set image at $PATH as 
wallpaper" bit of code was recently added to the image frame plasmoid that 
works as one would hope/expect (e.g. not change the wallpaper plugin if the 
current wallpaper plugin supports images; not rely on a specific plugin being 
installed; etc.), and that could possibly make its way into plasma-desktop and 
connected to a dbus call.

(drag and drop of images is also supported)

what's the use case?
