to the maintainer of the application in question, usually. right now we're in 
string freeze, so it can't go it right now anyways.

in any case, the feature you used (and which ended in an email bounce) has 
been removed from KDE 4.5 due to being both unmaintained as well as showing up 
innapropriately in non-KDE applications.
