Agreed - monitoring it for this sort of thing would be horrendous.  I'll do it 
if we have no other option, but only if absolutely necessary.

But practically, where does that leave us?  Triagers still need to wade 
through hundreds of bug reports, to re-tag them.  Could we not try for a 
triage team to work together, say a couple of times a month, for a few hours 
to clear as many as possible?  A determined effort with an IRC channel open 
for questions or discussion could get a lot done.  I'm not sure than anyone 
other than the developer of each application could reliable do the 'duplicate' 
bit, but it doesn't need such specialist knowledge to sort out bug from wish 
or from kde3-feature.
