ah, you want one of the submenus added to the panel (finally understood what 
you were after upon finding https://bugs.kde.org/show_bug.cgi?id=189583 )

Ivan notes ways to achieve what you are looking for, though it is currently 
suboptimal. patches welcome.

(though note that the entire "Add to Panel" and "Add to Desktop" context menu 
entries are technically not accurate in Plasma parlance, and will lead 
breakage in some situations.. i really need to clean that up at some point...)
