To edit the panel properties you can right click and empty space on
the panel, and then select Panel Options/Panel Settings.
If the panel is unlocked you can click on the Plasma logo to the right
("cashew") and get the same options.
You can set there the panel position/size and visibility options.

To edit the properties of a widget/menu, you need to right click it
directly and choose the "Widgetname Settings" option.
