One more:
System settings categories are somewhat cluttered and can be grouped better 
(for example Akonadi stuff and KDE resources could go into a new PIM category, 
CDDB retrieval and AudioCD somehow belong to multimedia, ...)

There's a lot of stuff already in the brainstorm / ideas part of  
forum.kde.org. Even more so, we need some more sophisticated HIGs to increase 
consistency.
