This is out of scope of Dolphin itself :-( The so called "service menus" like 
'compress', 'extract', ... etc. are usally provided by the applications which 
get called by the service menus (in this case Ark). So if 'extract' is 
missing, the Ark maintainers might give a hint why this is the case. BTW: in 
my environment (KDE 4.2.0, Suse packages) extract menus are shown in 
combination with an installed Ark.

As mentioned above: In my environment 'extract' with Ark works perfectly, I 
don't know why karchiver has been recommended by Linux Format...
