I had this problem a few days ago. The problem was that xorg tried to
use the evdev driver for the keyboard, which requires using the
"evdev" keyboard model, but I had configured kde from systemsettings
to use pc104 as the keyboard model, which resulted in arrow keys and a
few other buttons not working. The solution was to configure kde to
use the "evdev-driven keyboard" model.
