Well, kcmshell is in kdebase/runtime, which is supposed to be installed 
for any KDE bits anyway (e.g. it also contains the icons). So I think 
what you could do is just make it a KCModule, and use kcmshell to 
present it as "stand-alone" (you could provide a .desktop to launch it 
thusly).
