It's still there. You can use it for file management. It uses the 
DolphinPart though.

You can remove the front-end program, but you shouldn't remove the 
DolphinPart (the core of Dolphin). If you do, Konqueror loses its file 
management abilities.

Remember that Konqueror, Dolphin and the File Dialog (kfile) share code in 
a deep level.

Work is being done in making Plasma as configurable as kicker used to be. 
It won't be finished by 4.1 though.

It probably wouldn't be very difficult to finish the port left unfinished. 
If you really like it, go ahead and continue working in kcontrol. 
Fortunately, systemsettings is just a front-end to the old KCM modules, 
so kcontrol should still work.

Plastik (the window decoration) is still there and has been ported, and 
there's Plastique (the widget style) from Qt. Feel free to use them.

I guess that's what you meant, because I've never used Arch's KDEmod.
