The idea that you are trying to express makes sense, but that is
really awkward English I'm afraid, it just doesn't sound right.

To be honest, I would have thought that both 'Control Center' and
'System Settings' are good options.  I personally favor the latter
simply because it is a different name to KDE 3 and it makes it easier
to talk about the KDE 3 / KDE 4 changes, but it is not a strong
argument.

Rather than endless bikeshedding I'd rather the decision was handed
over to one person on the kde-usability team (preferably someone who
is not a programmer or distribution developer) and let them make the
final call.
