Did you install the Qt 3 development libraries, not just the runtime?
The package is called libqt3-mt-dev on Ubuntu, and presumably the same
on Debian.

If that doesn't work, attach the config.log file mentioned in the
error message (it will be in the same directory and the ./configure
script).
