Yes (at least IMO; I get the same error). Someone on IRC mentioned that 
the requirement is supposed to go away "Real Soon Now". For now I just 
disabled building of oxygen on my box; comment out its directory in 
kdelibs/kstyles/CMakeLists.txt.
