That is not correct.

The docbook sources are ok. The problem is that the buildsystem hasn't 
found all dependencies between files. It appears you have found an 
unsermake bug, not a kdebase bug.

I suggest you report it to bugs.kde.org for unsermake, if we have that 
product there. But don't expect any fixes, because unsermake is an 
experimental tool and has seen its end-of-life.
