1) you are right.
lxr@w3:~/src/trunk/extragear$ svn up
svn: Working copy '.' locked
svn: run 'svn cleanup' to remove locks (type 'svn help cleanup' for details)
Grmmbl... svn and its locks...

2) please mail sysadmin@kde.org for such problems ;)
