But they do, have a look to kde-core-devel, for instance, you will see quiet a 
lot of people asking for others opinion before coding. There are also some 
real life meetings (the bigest one is the akademy, but last year there have 
been at least three other dedicated to a specific theme), and during those 
meeting and on mailinglist hackers talk to each other before "deciding".
