Well, ksirc is still in SVN: in branches/KDE/3.5/kdenetwork/ksirc

I see no point in keeping around a non-compiling and very roughly ported by scripts
version in trunk, if it won't be part of kdenetwork-4.0 anyway.

If you want to port ksirc to kde4 at some point you'll probably be better
off starting from the 3.5-branch anyway (or you can svn cp from the version listed
in the above webpage if you'd rather have the partially-ported version). 
No change history is lost either way, you can decide to revive it at any point,
it just isn't part of kdenetwork-trunk checkouts anymore.
