No, those instructions are extremely out of date.  Where did you see that?  It 
should probably be taken down.  Follow the instructions here:

Maybe you aren't aware, but KDE SVN is currently in an essentially unusable 
state.  You should only bother compiling it if you are actively helping us 
develop for KDE4...
