No; many developers don't use the ASSIGNED state at all (they just close
the bug when fixing it), and anyway, looking at the *open* most hated bugs sort
of forgets about those being fixed/closed regularly, doesn't it? If someone did a great
job recently with a bug with thousands of votes, you wouldn't see it in that list...
