Someone also mentioned that there is a HACKING file that may define some of this as well.

It depends on the application, to some extent. 
http://developer.kde.org/policies/commitpolicy.html#6 says there's a separate 
definition, but doesn't point to one. Certain applications like KMail and 
KOrganizer have codified conding standards 
http://pim.kde.org/development/coding-korganizer.php . Finally, the general 
rule is "respect what's already there". In _most_ files, there's one coding 
style which is adhered to. Follow it, whatever it may be.
