Well, i've built two already ;-) And other people is also working using the 
kdelibs_snapshot target that updates roughly each two weeks.

As of using KDE3 or KDE4 all depends on when you want to release, keep in mind 
that anything you develop using the KDE4 libs will have to wait until KDE4 is 
released, that is roughly 2 years.
