propably I was not clear.

open an attachment and click "save as":
the proposed directory is a temporary one, which will not survive. mostly 
neither the directory nor it's contents.
it does not help to change existing file permissions, if you save the document 
with a new file name in a temporary directory ( /tmp/kde-kdesvn/ ).
IMHO this directory should be excluded / forbidden for user actions.
