in kdebase/kicker/ui you'll find k_mnu.h and .cpp which contain the PanelKMenu 
class. this is subclassed from PanelServiceMenu, whic is in service_mnu.h 
and .cpp.

PanelKMenus are created in the MenuManager in 
kdebase/kicker/core/menumanager.cpp.
