In kdelib build output appears this regarding libattr.la:
linking ./kabc/vcard/libvcard.la
linking ./kparts/libkparts.la
libtool: link: warning: `/usr/lib/libacl.la' seems to be moved
libtool: link: warning: `/usr/lib/libattr.la' seems to be moved
linking ./kutils/ksettings/libksettings.la

But in kdebase isnt able to find libattr.la and the output is this (for 
unsermake or automake the result is the same, unable to 
grep/find /lib/libattr.la:

grep: /lib/libattr.la: No such file or directory
/bin/sed: unable to read  /lib/libattr.la: No such file or directory
libtool: link: `/lib/libattr.la' is not a valid libtool archive
