You can actually set the dpi in Windows manually. That's what I do. It shows 
you a ruler and you drag it to measure 1 inch... sooo lame. ;-)

OTOH, a tool like that would be useful in cases where the X server can't 
figure out the dpi by itself. But that's really offtopic.
