Because at first skim did not have the docking capability, so not
applet was required. Then, some users asked for it: can I dock the
main toolbar of skim into panel, like under windows XP? You see, most
functionality of skim has nothing to do with kicker or applet at all,
so it make none-sence to convert all thing into one applet.
