 It cannot be backported, because KWin had significant changes for KDE3.2. It 
could be possible to add such functionality but duplicating the code handling 
"StaysOnTop".

 I don't think you can achieve that goal by patching KWin, since patched KWin 
is not shipped there either. KDE3.1 had probably too many rough edges to try 
it with some other window manager that had such functionality by that time. 
Maybe setting the Desktop window type using the kstart tool could work. 
Otherwise I don't know.
