In addition because of the Microsoft's OEM agreement, companies actually have 
to PAY MORE for systems they sell without a Windows OS than they have to pay 
for systems WITH a Widows OS.  

So you argument fails on both counts:
1) They would not be "getting the same thing"
2) They would not be "paying less for licenses."
