You are speaking thinking of binary distributions, and this will not always
work because many times it's not always the matter of removing a .so files,
there are some #defines inside the code that will change it's behavior, and
just not installing some files won't work. (there are a lot of examples).

Probably you are missing how gentoo works. We have USE flags. If an user
sets USE="-vorbis -flac" and the in calls "emerge akode" this means that it
wants akode WITHOUT vorbis and flac plugins.

So it's defintaly NOT the job of the packager.
 
The motto is "Gentoo is about choiche" and an user is free to choose what he
wants and what not.
 
I cannot see any problem adding this configure flags as the default behavior
is THE SAME. You won't notice any change but we, "gentoo packagers" and all
the gentoo "users" will take a great gain.
