I can well imagine how a developer of a KDE application that lives outside the 
main KDE distribution and does not use KDE.org's resources might not be 
looking at the bug db for bugs in his own software, however, I can hardly 
imagine a KDE app developer not having any bugs _filed_ in the bug db and 
looking at those from time to time. :)
