1. I didn't believe it was a bug.  I did not see any help in the control 
panel window that would tell me how the focus levels are supposed to 
behave.  And not just a brief one-line summary, but a general overview 
stating the different functionality per focus level.

2. I didn't think anyone else was unhappy with the way the focus levels 
work.  I know myself to be rather picky about trivial things.  :-)

3. I figured it's something only I would want, or that I am likely 
missing some detail that would make it operate in such a fashion.

4. I've been doing software development for 20+ years and figured asking 
the DEV list where I could make the appropriate changes would be faster 
than labelling it a bug.

My sincerest apologies for making so many incorrect presumptions.  I 
will submit a detailed bug in the next few days.
