What Waldo forgot to add:
* for inclusion into the release modules it must be generic enough to be of
  general interest to the desktop (kdeextragear doesn't have that rule)

Of course this argument can be stressed, but I don't see your solution to be 
of general use. Of course you will know quite a lot of people that watch 
processes as their daily business, but I only know one - which is too few
to consider it :)
